Position Type and Expected Hours of Work: This is a full-time, managerial position, and days of work and hours are Monday through Friday, 8:30 a.m. to 4:30 pm. Note: This position is in the "NL" category of employment (non-fixed work week) and individuals in this role have no claim or entitlement to time off or cash compensation for hours worked beyond their normal schedule. Occasional evening and weekend work may be required as job duties demand. It is the policy of the College to grant hour for hour compensatory time off, with advance approval, only when employees are required to work on a regularly scheduled day off, Saturday, Sunday or a holiday. Time earned must be used within one fiscal year from the time it is earned.

Under the general supervision of the Director of Capital Planning the incumbent shall be responsible for the overall financial management, budgeting, and reporting for capital projects undertaken by Ramapo College of New Jersey. Responsibilities include financial oversight of the planning, design, bidding, construction, professional services management, and project management associated with capital projects.
Assist the Director of Capital Planning and appropriate College clients with the planning of capital projects. Devise/enhance reports and formats for the Capital Improvement Fund Program.
Provide cash flow analysis for all capital accounts, and other analytical reports and analysis as needed.
Track and review all change order requests, purchase orders and payment applications for ongoing capital projects.
Provide real time budget data for all capital projects.
Recommend and implement policies and procedures to help ensure fiscal stability and budget adherence for the operations of the Capital Planning group.
Coordinate with design professionals to establish project budgets. Assist in preparing project budgets for review and approval. Track budget checklists for inclusion of all scopes of work and contingencies.
Assist in engaging consultants as necessary for feasibility studies and planning.
Devise/enhance status reports, building statistics, and space usage templates to meet the needs of Campus clients.
Gather and validate conceptual cost estimates for initial order of magnitude budget figures. Indicate the drawdown of project budgets on status reports.
Develop comprehensive project plans (from project development, to construction documentation, to project close-out) in coordination with architects and engineers.
In collaboration with the Director, insure Capital Planning priorities are prioritized and communicated to College consultants and third parties.
Provide consultants with bidding instructions, bid proposal forms, and bidding timelines. Track consultant performance against Capital project checklists.
Assist the Director of Capital Planning in developing and implementing the College's Master Facilities Plan. Assist in identifying development objectives, including long-term capital planning and coordination with Facilities for deferred maintenance.
Significant coordination with Facilities department, regarding vendors, projects and planning.
Coordination with Budget department with regards to capital planning and long-term capital forecasting, and debt analysis.
Coordinate with Business Services department for the reconciliation of project expenditures and the general ledger. Verification of compliance with the College's capitalization policy and draw-downs of bond funds for project spend.
Monitor conformance of construction documents with State, College, and industry standards.
Other duties as needed to support the Capital Planning department.
Bachelor's Degree in Finance Accounting or Business, required.
Five years of project management experience with large-scale projects.
Extensive knowledge of accounting and financial principals, CPA licensure preferred.

Mastery of Microsoft Office products; demonstrated ability to create and enhance databases. Knowledge of Banner and Adaptive Insights preferred.
