The University of Maine System seeks to hire Director of Finance for it's Augusta campus.
The Director of Finance is the senior administrative officer in charge of budgetary operations. S/he is responsible for activities in support of budgeting, forecasting, financial analysis and financial management. Supports project managers in the creation and establishment of federal and state grants, and contract budgets in the Peoplesoft Financials system. Assists UMA faculty/staff with application, project monitoring, compliance, billing, reporting requirements, and close out. Ensures compliance with University’s financial policies and procedures.
Reports to UMA’s Chief Business Officer
Coordinates the Provost, Deans, Directors and other UMA budget managers as well as other UM system staff. Occasional contact with external agencies and the public.
Monitors and directs the budgetary accounting system with links to associated systems (e.g., human resources, student financial aid, student information, advancement, accounts payable, and accounts receivable).
Develops and prepares annual revenue and expense budget documents for both Education and General (E&G) and Auxiliary Operations.
Performs complex financial analysis to assess the impact of alternate courses of action. Prepares budgetary reports, special projects and analysis as needed.
Monitors budget to actual fiscal performance. Approves all budget transfers and adjustments initiated by department personnel.
Communicates budget and other financial policies and procedures to campus financial managers and trains university departmental personal in compliance with the University of Maine System processing schedules and Administrative Practice Letters.
Monitors, creates, and adjusts accounts and budgets for grants and contracts. Works closely with grant/contract managers to assure that expenditures meet grant/contract requirements. Files necessary reports and requests for release of funds from grantors (state, 3rd parties, etc.).
Assists grant managers with the maintenance of financial records necessary to verify compliance with grantor and University rules, policies, and regulations.
Collects, collates, and analyzes data for inclusion in reports to UMA budget managers, the UMA community, the Chancellor’s Office, Board of Trustees, and Legislature.
Assists with the preparation of annual operating budgets.
Coordinates the year-end closing with appropriate University Services Accounting staff.
Performs other related duties as assigned by the Chief Business Officer.
Acts for the Chief Business Officer in his/her absence.
Oversees budgets as described in primary duties.
Authorizes expeditures in compliance with University policies and procedures.

KNOWLEDGE AND SKILLS QUALIFICATIONS:
A bachelor’s degree in business or a closely related field with a combination of education and related work experience equivalent to a master’s degree.
Familiarity with statistical analysis, reporting tools and software used to analyze financial data.
Strong accounting knowledge along with previous experience with journal entries, account reconciliations and transactional systems.
Previous grants and contracts financial administrative experience.
Exceptional computer competency.
Demonstrated proficiency preparing financial reports using numeric, graphic and narrative representations.
Exceptional organizational skills and ability to manage multiple projects.
Demonstrated attention to detail, accuracy and efficiency.
Ability to effectively communicate information about financial matters, both verbally and in writing, to constituents with a wide range of understanding and experience.
Ability to work independently and as a member of a team.
Previous grants and contracts financial administrative experience.
Master’s degree in Business Administration or a closely related field.
Previous programming experience.
Knowledge of and familiarity with University’s MaineStreet system.
Previous work experience in a public education setting.
The salary range is high $60's to $71,000 based on the qualifications and experience of the successful applicant. Benefits include medical, dental, vision, and tuition waiver programs for employees and dependents. In addition, the UMS retirement program provides a 10% employer contribution.
