University Budget Planning and Analysis, in the Finance unit at West Virginia University, is seeking applications for a Senior Financial Analyst. This position is responsible for key tasks as part of the formulation and preparation of the $1 billion University budget, including each of the three system's campuses. The Senior Financial Analyst will be instrumental in the development and maintenance of tuition and fee revenue modeling, salary and wage modeling, capital planning, college-level analytics, trend analysis, variance analysis, management reporting, forecasting, and monitoring.
In order to be successful in this position, the ideal candidate will:
Analyze and review financial submissions.
Handle the tracking and monitoring of all College and Expert Business Office submissions in accordance with the Budget Office Planning Calendar and following up on past due submissions.
Preparation of monthly College and Unit monitoring reports, Board of Governors reporting, and other management reporting requests.
Maintenance and preparation of budget allocation letters and in addition responsible for evaluating and implementing more efficient and effective means to develop the allocation letters.
Understand and interpret University policies as they relate to operating and capital budgeting processes.
Collect data and compile budget reports for the West Virginia Higher Education Policy Commission and other state agencies.
Identify material risks and opportunities to the budget and communicate findings to Chief University Budget Officer.
Serve as a key member of the Budget System integration team.
Bachelor's degree in finance, accounting, or a directly related field
Master's degree in finance, accounting, or a directly related field is preferred but not required
Three (3) years of experience as a financial analyst or as an accounting or auditing associate that includes planning, maintenance, audit and reporting
Higher education experience is preferred
Advanced Excel skills a must
Strong oral and written communication skills
Ability to perform tasks independently, complete tasks by specific deadlines, and take the necessary initiatives to solve problems related to these tasks
