The Department of Water Management provides the City of Durham with safe drinking water while protecting the environment with advanced wastewater treatment. This is a complex and dynamic department performing with high levels of efficiency, professionalism, ethical standards, customer service and morale. With approximately 228,000 residents and an extended water and sewer service area population of over 250,000, Durham also serves large institutional users located within the Research Triangle Park, as well as Duke University. Water Management is responsible for a $28 million operating budget, the Water & Sewer Fund budget of $100 million, $566 million capital improvements program, and 342 employees operating within ten divisions.
Reporting to the department director, this position is essential to lead ongoing & new departmental financial responsibilities including technology solutions, daily operations, financial & budget management, procurement, asset management, and long-term planning. In addition, this position oversees the Customer Billing Services Division which necessitates the ability to research, develop, and implement best practices that complement the current utility billing system; providing consistently high levels of customer service while maintaining accuracy and efficiency through oversight of accounting activities and processes. Duties will include water and sewer rate/fee calculations, revenue analyses, and Capital expenditure reports. Managing roughly 30 people, the successful candidate must have the ability to lead others through change and ambiguity toward more efficient and effective business processes including use of technology & automation. This role will also partner with the City’s core finance and budget groups.

Bachelor’s degree preferably in Accounting, Finance, Business Administration, or Public Administration
Minimum 5 years in accounting or finance to include 3 years of supervisory experience; government experience preferred
Class C driver’s license
CPA, CMA, NCLGFO or comparable professional certification
