Manager of finance and administration for the Center for Health Equity, Diversity and Inclusion (CEDI) in the Dean's Office of the School of Medicine that has responsibility for programs and initiatives enhansing equity, diveristy and inclusion within the School of Medicine across the five-state WWAMI region. The Manager reports directly to the Chief Diversity Officer/Center Director. General responsibilities encompass managing the business and administrative affairs of the center providing expertise in the areas of fiscal management, expenditure forecasting, strategic planning, operations and human resources. Support the Chief Diversity Officer/Center Director and CEDI program managers in the development of the center's long-range plan and implementation of associated strategies and policies. Oversee financial planning and forecasting of the center's annual operating budget in excess of $2M annually and provide grant and contract administration management for public and private grants. May supervise one program coordinator.
CEDI's collaborations span the full spectrum of teaching and research programs from the pre-medical school pipeline to medical schudents, resident and faculty, including collaborations with departments and divisions in the School of Medicine, general medical education, academic affairs and teaching programs in WWAMI region. To maintain growth and sustainability, the CEDI Manager must continually refine and develop an administrative structure that provides the necessary level of support services needed for the center's continued success. Core competencies for this position include extensive experience in management of complex projects, fiscal operations, program management, organizational development skills and the ability to communicate with individuals from diverse groups. This position has a high degree of independence, soliciting direction from the Chief Diversity Officer/Director and others as required and collaborating with a wide range of program staff in developing and implementing processes. CEDI maintains active collaborations thoughout the Health Sciences including Public Health, Dentistry, Nursing, Social Work and Pharmacy, and with the undergraduate Office of Minority Affairs and Diversity. The individual filling this position must be able to work under pressure of competing demands, constant deadlines, and changing priorities; Exercise independent judgement and creativity on the allocation and use of centers funds; and Responsible for a complex financial administrative functions involving operations, management of grant and contract budgets as well as non-federal funds. This position requires knowledge of accounting principles sufficient to manage, reconcile, and balance the centers budgets.
RESPONSIBILITIES: Fiscal Management
Manages the financial resources of the center to include budgets and funding from federal, state and foundation sources to ensure ethical and fiduciary practices.
Interprets policies and regulations and established internal controls concerning the center's financial activities ensuring compliance with the University's policies and procedures as well as guidelines from the federal government, state, and other program/project sponsors.
Responsible for financial planning and forecasting for a wide variety of budgets. Prepare and analyze monthly and annual budget reports; make recommendations where necessary. Authorize all expenditures made on CEDI budgets. Advise Chief Diversity Officer/Center Director on all fiscal and budgetary matters
Serve as liaison with Dean's Office Budget Office and other areas of the Dean's Office that have an interest in the financial affairs of CEDI.
Provides support to the Chief Diversity Officer/Center Director and affiliated faculty when appropriate on pre-award and post-award grant and contract submissions, coordinating interactions with the Offices of Sponsored Programs and Grant and Contract Accounting.
Manage purchasing, payables, staff and student travel and staff timekeeping. Supervise work of staff member assisting with these activities.
Manages the human resource functions for the staff assigned to CEDI. This includes, not limited to; full-cycle recruitment process through hire and onboarding.
Manage day-to-day staffing, position management including position reclassifications, promotions, and layoffs.
Oversee and manage the annual staff performance evaluation process for all staff of CEDI.
Manage all performance management actions and employee grievance for staff within the center.
Oversee the hiring of professional and classified staff, provide advice and counsel on personnel issues including assessment of staffing needs.
Develop standard protocols, CEDI best-practice for the all personnel activities, center day-to-day operations and ensure the center's employment practices are in compliance with the personnel policies and procedures of the University, and School of Medicine.
Serve as a resource to the Chief Diversity Officer/Center Director, program managers and staff regarding Human Resources policies and procedures.
Exercise independent judgement for the center, making decisions and finding solutions to daily problems.
Facilitates bi-monthly general CEDI team meetings and bi-monthly CEDI program managers meetings.
Represents CEDI to the Medical School Administrator (MSA) group; attends monthly MSA meetings.
Represents CEDI to ARA group; attends monthly ARA meetings.
Represents CEDI to other School of Medicine groups including space planning, and MRAM (Quarterly and Monthly Grant Administrator's Meeting), and other School of Medicine Personnel/Human Resources meetings.
Coordinates a variety of general administrative activities necessary to maintain the department's day-to-day operations.
Represent the center in grievance and human rights complaints.
Develop, design, interpret, and manage all center operations policies and procedures.
Manage development and ongoing maintence of center related website content.
Manage development of all center communications materials including posters, pamphlets and content for hallway cases.
Maintain a center calendar of events for external and internal stakeholders.
Space and Facilities Management
Prepare and analyze center space and equipment requirements.
Manage and handle all center needs for various facilities renovations, moves, relocations, maintenance, replacements, and surplus of old equipment and purchasing of new ones.
Responsible for the center's space planning and relocation, defining various workspaces, specifications to planning each workspace furniture and equipment to comply with Health and Safety requirements.
Bachelor's Degree or higher and four years management and/or supervisory experience.
Experience in an academic unit of higher education involved in grants and contracts.
Experience with working with federal and private industry grant proposals.
Familiarity with UW management systems such as UW Hires, OPUS, BGT, Financial Desktop, ARIBA, eProcurement, ASTRA, OWLS, SIMS, My GRAD, SDB and others. Familiar with other external online systems such as HRSA Electronic Handbook, MyRWJF, ASSIST, grants.gov etc.
Experience working in diversity related field.
Experience working with individuals from diverse backgrounds.
