The Cambria Community Services District, located on the beautiful central coast of California approximately five miles south of Hearst Castle and 15 miles north of Morro Bay, seeks qualified and highly motivated individuals with a strong work ethic to fill the position of Finance Manager.
The Cambria Community Services District serves a population of approximately 6500 and Cambria is considered one of the most desirable places to live in California. The Cambria Community Services District also offers Medical (Blue Shield Access +), Dental, Vacation, Sick Leave and paid Holidays. The Cambria Community Services District offers a modified work schedule of 9/80 with every other Friday off.
As defined under the Public Employee Pension Reform Act (PEPRA), miscellaneous "non-classic" employees (aka new members) hired after January 1, 2013 shall be covered under the CalPERS 2% at 62 retirement benefit, including the 36 highest consecutive months’ final compensation, and the employees shall pay one hundred percent (100%) of the employee paid member contribution, through a payroll deduction. Eligibility for other benefits provided to “non-classic employees” under this MOU through CalPERS (as stated above) shall be determined by the provisions of PEPRA for "non-classic employees" aka new members.
The District shall provide the PERS 2% @ 60 retirement plan for covered employees who are “classic” members hired on or after October 1, 2012 up through December 31, 2012, including the 36 highest consecutive months’ final compensation, and the employees shall pay one hundred percent (100%) of the employee paid member contribution, through a payroll deduction.
This position reports to the General Manager and is responsible for all finance management functions including budget development and implementation, accounting and revenue management, internal and external audits, cost accounting programs, investment management, debt financing activities, banking services, and revenue forecasting. The ideal candidate will be a well-rounded public finance professional with strength in governmental accounting. A Bachelor’s degree with major coursework in finance, accounting, business, or public administration or a closely related field is required, along with six years of increasingly responsible experience in governmental financial planning and administration, including three years of managerial and supervisory responsibility. A Master’s degree or CPA is desirable.
